This is a variation on the toy number 207 – chand’ tonneaux (the man with the two barrels) from 1906, here the same figure is used and instead of two barrels two pigs are used
In the middle between the legs is an axle, directly above it is the FM logo, this is very difficult to see because it is under the paintwork.
