You can clearly see that the figure resembles a Sentinelle, only he has a bag and a letter in his hand instead of a gun and of course different colored clothes and cap, he is also marked with the FM logo on top of his cap

This figurine was probably made for the English and/or American market, perhaps commissioned by a customer, and therefore likely doesn’t have a Martin number.
The propulsion is made according to the Martin patent 298509, this was first used in the le vieux marcheur in 1901
