This woman is the American Mrs. Hart O Berg, she was the first female passenger in a plane piloted by Mr. Wilbur Wright in 1908
Just before take-off she tied her skirt around with a strong rope to prevent the skirt from blowing up.
After a flight of two minutes she got out with the rope still tied around her, this was seen by fashion designer Paul Poiret and inspired him to design a “hobble dress” which became a big hit.
This toy was manufactured in different colors including the already found colors red, blue and green.

In the book: Fernand Martin toymaker in Paris 1878 -1912 from L Bas and A Verdoorn is on page 167 the picture from Mrs. Hart O Berg in the plane with the pilot Mr. Wilbur Wright in 1908, you can see on that picture the rope around her skirt.
